Okay, here is my situation.  I had been waiting for my state budget to come and finally in October inquired about it to my principal.  After hearing some rumors from other librarians in the district, I asked him if it was true that the state budget was grouped into another fund and that it was already spent.  He said he'd get back with me. Well this week I found out IT WAS TRUE!!  Apparently none of the principals in the district were aware that the librarian state budget was lumped into another fund and was spent up before the school year even began.  This is a three part question.  #1 has this ever happened in your district? #2 is this even legal? #3 what other ideas did you incorporate to raise funds?  I am having to spend my bookfair money on just books, and supplies as opposed to some much needed "sprucing up".  I am also having a used books sale in Dec. with donated books and discarded books.  Any other ideas?

I am in Delaware. I got nothing last year. This year I got only $1000. I buy books at the used book sale at the public library. I also browse the sale section at Borders.
So is this legal? I mean, I can understand (sort of) not having the funding to give at all, but to conceal it in another pot of funds and not tell anyone until it's spent? Just sounds so crooked to me.
What is illegal about it? The principal has the right to spend the money where it is needed. I feel lucky to get $1000, although I know the previous librarian got $4000.
